Automated Teller Machine (ATM) Fees and Debit Card Fees

MoneyPass© ATM Activity

No charge. River City Bank participates in MoneyPass©, an ATM surcharge free network. If you use an ATM that utilizes MoneyPass© and you are charged a fee, please contact us for a refund of the fee.

Non-MoneyPass© ATM Activity

(Fee shown as Direct S/C – ATM Foreign WD Fee) Avoid these fees by using an ATM that utilizes the MoneyPass© Network.

$2.50 each for any inquiries, transfers, withdrawals while using a non-MoneyPass© ATM in the U.S., including U.S. Dollar transactions performed in Puerto Rico and the U.S. Virgin Islands.

Fees from the company that owns and/or operates the ATM still apply. (See Other ATM/Debit Card Transactions, below in this section.)

RCB customers can utilize the El Dorado Savings Bank ATM at 247 Main St. Placerville, CA 95667 without receiving an ATM Foreign WD Fee. RCB will also refund the El Dorado Savings Bank ATM surcharge fee. This fee will be refunded within 60 days of the transaction date. (Refund shown as ATM Fee Refund or similar) If you believe a fee was not properly refunded, you must notify the Bank within the timeframes outlined in the Deposit Account Agreement. If you close your account prior to a refund being credited, you will not receive the refund unless you request it prior to account closing.

Card Replacement

Requests made after 1 p.m. PST, Monday-Friday excluding Federal Holidays will be considered received on the following business day.

$10 per card for each card ordered within one year of receipt of previous card, due to loss or damage.

Fee will not be assessed when replacement cards are ordered due to fraud and/or theft of card regardless of time since receipt of card.

Overdraft Fees

If RCB pays an item when your account does not have enough money in your Available Balance1 to cover a transaction. (Fee shown as Overdraft Fee)

$30 for each check, automatic bill payment, ACH debit, recurring debit, or similar transaction presented for payment against your account.

NSF (Non-Sufficient Funds) Returned Item

If RCB returns an item when your account does not have enough money in your Available Balance to cover a transaction. (Fee shown as NSF Returned Item Fee)

Maximum of 5 Overdraft and/or NSF Returned Item Fees may be charged per banking day per account.

– We will not charge an Overdraft or NSF Returned Item Fee unless your Current Balance2 will become negative if the item(s) are or would have been paid.

– We will not charge an Overdraft or NSF Returned Item Fee if the transaction triggering the Fee was made at an ATM or using your ATM/Debit card in a one-time transaction.

– We will not charge an Overdraft or NSF Returned Item Fee if your account balance at the end of the day is overdrawn by $10 or less.

In the event an ACH or check is presented multiple times for payment, we will not charge an Overdraft or NSF Returned Item fee on the re-presented transaction if the originator (merchant or financial institution as an example) properly submits and labels the item. A re-presentment occurs when a transaction is submitted for payment, cannot be covered by the balance in the account, is returned as NSF and after being declined, the merchant subsequently resubmits the transaction for payment again. However, if the originator does not properly label the item, we may charge an Overdraft or NSF Returned Item fee on the transaction.

NACHA Operating Rules require the originator of an ACH transaction to properly label an ACH re-presentment as a “RETRY PYMT” or “RCK” (Re-presented Check Entry). An ACH entry must include this required information for the fee to be waived. We cannot reliably identify an ACH re-presentment without the “RETRY PYMT” or “RCK” label. Therefore, you may receive an Overdraft or NSF Returned Item fee on a re-presentment if the required information is not provided by the originator. We have no control over how originators submit their ACH re-presentments. If you believe that a re-presented ACH transaction was mislabeled and you were improperly charged an Overdraft or NSF Returned Item fee, you must notify the Bank within the timeframes outlined in the Deposit Account Agreement.

We identify check re-presentments based on specific criteria that includes bank number, account number, dollar amount, and serial number. The check matching process uses this specific criteria to review the past 180 days of account transaction history based on the transaction date to determine if the check being presented is a re-presentment. The check being presented must match this criteria for the fee to be waived. We have no control over the check information that is provided to us. For example, if another institution processing the check incorrectly captures the check dollar amount or serial number (encoding error), we will not identify it as a re-presentment and you may receive an Overdraft or NSF Returned Item fee on the re-presented check. If you believe that a re-presented check was incorrectly encoded or processed outside the 180 day review period and you were improperly charged an Overdraft or NSF Returned Item fee, you must notify the Bank within the timeframes outlined in the Deposit Account Agreement.

Overdraft Transfer

When your RCB business checking and savings account are linked, and the linked checking account Current Balance is overdrawn, and your savings account has a sufficient Available Balance to cover the overdraft, a transfer is automatically made by RCB from your savings account to your checking account. Refer to RCB’s Savings Overdraft Transfer Authorization and Agreement, and your RCB Deposit Account Agreement for further information. (Fee shown as Transfer Fee)

Other Miscellaneous Deposit Account Fees

Check Stop Payment

You request a Stop Payment Order be placed on a check. For checks drawn off of your River City Bank account, you may make this request through online banking, in-person at a branch, or over the phone. Your Stop Payment Order is effective for 6 months. For Bill Pay checks, you may make this request in-person at a branch, or over the phone. (Fee shown as Direct S/C – Stop Payment Fee or Stop Payment Fee)

ACH Stop Payment

You request a Stop Payment Order to be placed on an Automated Clearing House (ACH or electronic debit) item. This request may be made in-person at a branch or by phone. Requests made by phone require written confirmation within 14 days. Your ACH Stop Payment Order is effective indefinitely, unless RCB is otherwise instructed by you. For example, you may want to stop this month’s mortgage payment, but allow next month’s mortgage payment to process normally. (Fee shown as Direct S/C – Stop Payment Fee.)

Excessive Withdrawal Fee

The Bank limits the number of withdrawals and transfers that may be made each calendar month from Savings and Money Market Accounts. See RCB Deposit Account Agreement for specific information. (Fee shown as Service Charge – Excess Withdrawal)

Fees will show as a total for each calendar month. For example, 3 excessive item fees during the calendar month will show on your monthly statement as one charge for $45

Check Copy

Providing additional copies of your checks that you pick up in-person at a Branch or ask us to mail or e-mail to you. There is no charge for the first two items per statement that we copy for you.

Check paid for by you and issued by the Bank. Cashier’s checks are treated as guaranteed funds because the bank, rather than the purchaser, is responsible for paying the amount. Can be an alternative to a personal check.

Replacement Key

You will be issued two Safe Deposit Box entrance keys. If you lose one key, or close your box and only return one key, you will be charged a Replacement Key Fee.

Drilling Fee

If the safe deposit box must be opened and the customer’s key is not available for use. This could occur, for example, if both customer keys have been lost, or if a box is drilled for non-payment of rent.
