River City Bank Expands the Board of Directors with Addition of David Lichtman

Former First Republic Bank executive David Lichtman has been appointed to the Board of Directors for River City Bank

SACRAMENTO, Calif. - River City Bank announced today that David Lichtman, former First Republic Bank executive, will be immediately joining the Board of Directors.

Mr. Lichtman held various positions during his 37-year tenure at First Republic Bank. As a longtime leader in his role as Senior Executive Vice President and Chief Credit Officer, his responsibilities included credit administration and overseeing a loan portfolio exceeding $170 billion.

"First Republic Bank had exceptional credit quality over a long period under David's leadership. With his extensive experience in banking and specific expertise in commercial lending in the San Francisco Bay Area, Mr. Lichtman will be an excellent addition to the RCB board," said Steve Fleming, President and CEO of River City Bank. Mr. Lichtman holds a bachelor's degree from Vassar College and an MBA from the UC Berkeley Haas School of Business. He is also a lecturer in real estate finance and development at the University of California, Berkeley. With a deep commitment to education and the youth in our community, he has served on the Board of Directors at Leadership High School, as a mentor with the Big Brothers Big Sisters of the Bay Area, and as a life-skills mentor to at-risk students at Megan Furth Academy. David currently serves on the Board of Directors at the Fort Mason Center for Arts & Culture.

River City Bank Announces Changes to the Board of Directors

Stephanie Zarate, Chief Accounting Officer and Treasurer for McClatchy Media, will be joining the Board

SACRAMENTO, Calif. - River City Bank announced changes to its Board of Directors today. Elaine Lintecum is retiring from the Board effective April 22, 2025. Ms. Lintecum, former CFO of McClatchy Media, a national newspaper and digital news publisher headquartered in Sacramento, joined the Board in 2016. "Elaine was a great asset to our board, bringing extensive experience in accounting, finance, treasury management, auditing, and M&A," said River City Bank President and CEO Steve Fleming. "Over the years we have benefited from her leadership, as well as her deep finance and accounting knowledge. Her presence will be greatly missed, and we wish her all the best in her retirement, albeit we will have the benefit of her services for the next year as she has agreed to serve as a consultant to the Board."

Stephanie Zarate, Chief Accounting Officer and Treasurer for McClatchy Media, will be joining the Board effective immediately. Ms. Zarate joined McClatchy Media in 2014 and in the subsequent 10+ years has served in various positions such as Assistant Treasurer and Investor Relations Director, and Corporate Controller and Treasurer before being named to her current role in 2021. Prior to joining McClatchy Media, Ms. Zarate was an Audit Manager at Deloitte and Touche.

Ms. Zarate is a CPA who earned a Bachelor of Science in Accounting from CSU Sacramento and an MBA from the University of California at Davis - Graduate School of Management. She was recently honored with the Rising Star Award from the UC Davis Graduate School of Management Alumni Association. She is also a lifetime member of the Beta Gamma Sigma international honor society.

River City Bank Announces Changes to the Board of Directors (Johnson)

SACRAMENTO, CA -River City Bank announces changes to the Board of Directors that were effective April 24, 2024. Paul Duncan, a board member since 2021, retired from the Board as he is relocating out of California. Duncan, a retired bank executive, joined the Board in 2021 and brought extensive government, commercial, and investment banking strategy and experience to the River City Bank Board.

“As someone who has worked extensively in the field of commercial banking, Paul brought a wealth of relevant knowledge to the Board. We will miss Paul and wish him all the best with his move,” said Steve Fleming, President and CEO of River City Bank.

Eric Johnson, a technology strategist and adjunct lecturer for UC Davis, is joining the Board. Johnson was previously a partner at multiple managed IT service providers including GNT Solutions, Inc., which was acquired in 2021 by Meriplex, an IT consulting firm specializing in security, compliance, IT management, helpdesk, and disaster recovery/avoidance. At Meriplex, he was the Director of Corporate Development from 2021 to 2023. He managed national mergers and acquisitions in that role, serving as an escalation point for complex technical issues and strategic corporate discussions.

Johnson held the position of SVP - Chief Information Officer for River City Bank from 2013 to 2017. “As the former CIO of River City Bank, Eric understands our organization’s culture and business model. Cybersecurity is a critical part of a board’s overall responsibility for risk management and Eric will provide guidance on our security strategies and oversight of our execution to maintain the safety and security of our customers’ assets and data,” commented Steve Fleming.

Johnson earned a Bachelor of Science in Computer Science and a Master’s Degree in Managerial Economics from the University of California at Davis. He serves on the board of the Kelly Foundation and is also on the Investment Committee for the Sacramento Region Community Foundation. He has previously served on the boards of Easter Seals of Superior California and The First Tee of Greater Sacramento. When he isn’t lecturing at his alma mater, he can frequently be found on the golf course or the softball diamond or spending quality time with his wife and two daughters.

Gary Orr Joins the RCB Board of Directors

Gary Orr is the newest member of River City Bank’s Board of Directors. A third-generation banker with nearly four decades of experience, Gary recently retired from Wells Fargo Bank, where he held a variety of leadership roles over the course of his 32-year tenure. Gary brings extensive experience in Investor Commercial Real Estate lending, having most recently led efforts to build relationships with CRE investors across the United States. Prior to that assignment, Orr led Wells Fargo’s middle-market commercial banking teams for the Central Valley, including the Sacramento, Modesto, Stockton and North Valley Markets. As a member of the board, Gary will provide governance and aid in River City Bank’s continued expansion efforts throughout California.

In addition to commercial real estate, he also has significant expertise in lending to companies in many industry verticals including agriculture, distribution, manufacturing, retailing, transportation, ski resort areas, and wholesaling.

Gary joins RCB at a time when Sacramento’s home market continues to thrive, and its footprint in the Bay Area and Southern California continues to expand. Gary’s extensive experience in many facets of commercial banking makes him a valuable addition to the board. We look forward to pairing his high-level insights with our nimble and client-centered approach to commercial banking.

Gary is a native of Pittsburgh, Pennsylvania and earned his bachelor’s degree in business administration and economics from the University of Pittsburgh. He currently sits on several company boards and serves on the boards of three local non-profit organizations including the Society for the Blind, Easter Seals Superior California, and the Capital Region Family Business Center. He is also a Senior Fellow with the Mountain Valley Chapter of American Leadership Forum.
