In 1973, Sacramento broadcasting pioneer and serial entrepreneur Jon S. Kelly set out to fill a critical gap in the region: a strong, locally owned bank dedicated to supporting the thriving consumer and business communities around California’s state capital. With passion and persistence, Jon turned his vision into reality and River City Bank was born when it opened its doors in downtown Sacramento with a mission to redefine the banking experience.
Jon’s entrepreneurial spirit sparked innovations that were ahead of their time, such as introducing Saturday banking and building a branch with eight drive-through lanes, the largest in California at the time. These bold moves set the stage for decades of success and growth.
Over fifty years later, that vision and our role as a boutique commercial bank continue to guide us. We remain steadfast in our commitment to the communities we serve, delivering exceptional service and exceeding client expectations year after year.
Leadership That Drives Excellence
Since September 2008, Steve Fleming has served as President & CEO, leading River City Bank to become the largest and most profitable bank headquartered in Sacramento. With Steve at the helm, the Bank’s assets have grown from $800 million to over $5.6 billion.
In 2009, Shawn Kelly Devlin, Jon Kelly’s daughter, assumed the role of Chairman of the Board, continuing her family’s legacy of majority ownership and governance of the Bank. Shawn is a sixth-generation Sacramentan with over 20 years of banking experience in the San Francisco Bay Area early in her career. Under her leadership, River City Bank’s customers, assets, and profits have exponentially increased, solidifying our position as Sacramento’s largest locally owned and independent bank. Shawn has also chaired the Kelly Foundation since 2010, guiding it to become one of the Sacramento region’s largest charitable organizations.
Expanding Our Reach – A Growth Timeline
- In 2009, we established our Banking Academy and Associate recruiting program for high performing students at some of the top-rated universities in California. This initiative has resulted in participants now filling executive team positions, as well as providing significant bench strength throughout the Bank.
- In 2010, we supported the launch of operations for Marin Clean Energy in San Francisco’s North Bay, establishing the Bank as the leading provider of financial services to California’s burgeoning Community Choice Aggregation (CCA) industry. Now, 15 years later, RCB is honored to have played the leading role in providing bank services to the rapidly expanding the CCA industry in California.
- That same year, we expanded our niche focused Commercial Real Estate lending program into the San Francisco Bay Area, followed by Southern California in 2015, and the rest of the Western U.S. in 2021.
- In 2018, we opened our San Francisco office, strengthening our presence in Northern California and formally established the Bank’s Clean Energy Division because of our success in working with CCAs throughout California since 2010.
- Due to the success within the CCA sector, we established a Public Sector Banking Division in 2025 to focus on expanding our services to government entities.
